A 1979 FEDERAL STRATEGY FOR DRUG ABUSE AND DRUG TRAFFIC PREVENTION IS PRESENTED, COMPOSED OF TREATMENT, REHABILITATION, PREVENTION, LAW ENFORCEMENT, AND INTERNATIONAL DRUG CONTROL.
Abstract
THIS STRATEGY, PREPARED BY THE STRATEGY COUNCIL ON DRUG ABUSE, REFLECTS THE VIEWS OF FEDERAL DEPARTMENTS AND AGENCIES INVOLVED IN CONTROL AND PREVENTION EFFORTS, A NUMBER OF PUBLIC INTEREST GROUPS CONCERNED WITH THE DRUG PROBLEM, AND KEY MEMBERS OF CONGRESS WITH RESPONSIBILITY FOR DEALING WITH DRUG ABUSE. THE PROPOSED STRATEGY FOCUSES ON THE COORDINATION OF TREATMENT AND PREVENTION, DOMESTIC LAW ENFORCEMENT, AND INTERNATIONAL CONTROL, SO THAT EACH OF THESE STRATEGY COMPONENTS COMPLEMENTS THE OTHERS. THE FOLLOWING ELEMENTS ARE INCLUDED IN THE STRATEGY: (1) A PRIORITY FOR DEALING WITH ABUSE OF THOSE DRUGS THAT ARE THE MOST DEBILITATING OR LUCRATIVE IN THE ILLEGAL MARKET; (2) A SHIFT FROM TREATMENT FOR ADDICTION TO PARTICULAR DRUGS TO TREATMENT AND PREVENTION OF CHRONIC, DRUG-ABUSING BEHAVIOR; (3) A DISCOURAGEMENT OF ALL PSYCHOACTIVE DRUG USE BY ADOLESCENTS, NOTABLY THE ABUSE OF MARIHUANA AND ALCOHOL; (4) COOPERATION AMONG FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT AGENCIES, NOTABLY IN BORDER MANAGEMENT; (5) AN EMPHASIS UPON IMPROVED TECHNOLOGY RATHER THAN INCREASED MANPOWER FOR INTERDICTION; (6) FINANCIAL INVESTIGATIONS AS A MEANS OF PROSECUTING HIGH-LEVEL DRUG TRAFFICKERS; AND (7) PRIORITY TO AN INTERNATIONAL PROGRAM TO REDUCE THE SUPPLY OF ILLICIT DRUGS BEFORE THEY REACH THE UNITED STATES AND REDUCE WORLDWIDE DEMAND. TABULAR AND GRAPHIC DATA ARE INCLUDED.
