THIS REPORT SUMMARIZES STATISTICS ON FELONS PAROLED AND DISCHARGED FROM THE VIRGINIA STATE CORRECTIONAL SYSTEM DURING THE YEAR ENDING JUNE 30, 1979.
Abstract
DISCHARGES OF FELONS TOTALLED 1,103 OF WHICH 980 OR 88.8 PERCENT WERE FIRST RELEASES AND 123 OR 11.2 PERCENT WERE DISCHARGED AFTER HAVING BEEN RETURNED AS PAROLE VIOLATORS. FIRST RELEASES SERVED AN AVERAGE OF 25 MONTHS, WHILE VIOLATORS SERVED AN AVERAGE OF 45 MONTHS. MORE THAN HALF OF THE DISCHARGED FELONS OR 609 COMMITTED CRIMES AGAINST PROPERTY, WHILE 265 COMMITTED CRIMES AGAINST PERSONS. OVER 90 PERCENT OF THE DISCHARGED INMATES SERVED LESS THAN 5 YEARS. THE TOTAL OF FELONS PAROLED WAS 1,743 OF WHICH 1,670 OR 98.5 PERCENT WERE FIRST RELEASES AND 73 OR 4.2 PERCENT WERE PAROLE VIOLATORS. FIRST RELEASES SERVED AN AVERAGE OF 30 MONTHS, WHILE VIOLATORS AVERAGED 75 MONTHS. A TOTAL OF 1,716 PAROLEES OR 98.5 PERCENT SERVED LESS THAN 10 YEARS, AND 819 OR 47 PERCENT COMMITTED OFFENSES AGAINST PROPERTY, WHILE 634 OR 36.4 PERCENT COMMITTED OFFENSES AGAINST PERSONS. AMONG THE OTHER OUTGOING FELONS, THREE FELONS WERE PARDONED, 24 WERE RELEASED BY COURT ORDER, AND 16 FELONS DIED. A GRAPH AND TABLES ARE INCLUDED. (AUTHOR ABSTRACT MODIFIED--JLF)
