GUIDELINES ARE SUGGESTED SO THAT ARRESTS, EVIDENCE, AND INFORMATION GAINED FROM FIELD STOPS WILL HOLD UP IN COURT - POLICE ARE URGED TO WEIGH THE QUESTION OF FIELD STOPS VS. GOOD POLICE COMMUNITY RELATIONS.
Abstract
SOME FACTORS WHICH MAY GIVE CREDENCE TO A FIELD STOP INCLUDE: PRIOR COGNIZANCE OF AN INDIVIDUAL, GEOGRAPHY OF THE FIELD STOP, TIME, THE INDIVIDUAL'S DEMEANOR, THE INDIVIDUAL'S CONDUCT, AND PRIOR POLICE EXPERTISE. A BREACH OF AN INDIVIDUAL'S CIVIL RIGHTS MIGHT RESULT IN A LAWSUIT FOR THE OFFICER IF HE ABUSED HIS AUTHORITY. A MANDATED FIELD INTERROGATION REPORT ENCOURAGES THE OFFICER TO MAKE ONLY HIGH QUALITY FIELD STOPS.
