This manual provides a comprehensive look at the evolution and use of the Field Training Officer (FTO) in the criminal justice system and an outline of the San Jose Model of the Field Training and Evaluation Program.
Abstract
Police academies have been known for their academic preparation in the training of new officers, as well as incorporating scenarios in an attempt to expose recruits or students to potential situations in the real world. However, it became apparent that the academy was not the real world and graduates were lacking in aspects of the role. In response to this recognized deficiency, the Field Training Officer concept, known as the San Jose Model, was developed by the San Jose, California Police Department. The program provides a post academy training and evaluation of a new employee’s response to training. The manual is based on the San Jose Model of the Field Training and Evaluation Program Concept and written for academy instructors, agency administrators, FTO program managers, and FTOs from all criminal justice agencies. The manual is divided into eight chapters covering: (1) field training programs; (2) liability issues; (3) evaluation and documentation; (4) other program components; (5) the field training officer; (6) supervision and management; (7) teaching and learning; and (8) communicating for success. The manual includes an appendix with report writing exercises.
