A DISCUSSION OF THE POSSIBLE ROLES AND ACTIVITIES OF THE POLICE AND THE PUBLIC IN FIGHTING TERRORISM, WITH EXAMPLES DRAWN FROM THE EXPERIENCE WITH THE BAADER-MEINHOF GROUP IN WEST GERMANY.
Abstract
AFTER ENUMERATING THE BAADER-MEINHOF GROUP'S ACTIVITIES AND THE COST OF THESE ACTIVITIES IN TERMS OF LIVES AND MONEY, THE AUTHOR EXAMINES THE ROLE OF THE POLICE IN RESPONSE TO TERRORISM. HE NOTES THAT POLICE ARE ONLY ABLE TO DEAL WITH THE CRIMINAL MANIFESTATIONS OF TERRORIST ACTIVITIES; IT IS UP TO SOCIETY AND THE GOVERNMENT TO FIND AND CORRECT THE CAUSES OF TERRORISM. KNOWLEDGE OF TERRORIST ACTIVITIES AND PREPARATIONS AND RAPID POLICE INTERVENTION ARE SEEN AS THE BEST METHODS OF PREVENTING TERRORIST VIOLENCE. POLICE ACTIVITIES WITH RESPECT TO THE BAADER-MEINHOF GROUP ARE BRIEFLY OUTLINED. THE AUTHOR STATES THAT THE SUCCESSFUL ARREST OF THREE OF THE GANG LEADERS WAS BROUGHT ABOUT THROUGH A COMBINATION OF CAREFUL POLICE INTELLIGENCE OPERATIONS AND THE PUBLIC RESPONSE TO POLICE REQUESTS FOR INFORMATION ON THE GANG'S ACTIVITIES. --IN FRENCH
