THE DISCUSSION IS FOCUSED ON THOSE FILES NORMALLY KEPT IN STATE IDENTIFICATION BUREAUS - THE MASTER NAME FILE, THE MASTER FINGERPRINT FILE, AND THE JACKET (SOURCE DOCUMENT) FILE. CONSIDERED ARE THE PORTIONS OF THE FILE THAT SHOULD BE CONVERTED, THE TIMING OF FILE CONVERSION RELATIVE TO THE ENTIRE FILE AUTOMATION PROCESS, AND THE MOST EFFECTIVE AND EFFICIENT WAY TO ACCOMPLISH FILE CONVERSION.
