This manual for law enforcement agencies in Minnesota provides step-by-step instructions on how to fill out a fingerprint card, describes the procedures for obtaining the necessary information for completion of the cards and recording it accurately on the forms and discusses procedures for taking proper identification fingerprints.
Abstract
Included in the instructions for completing the card are a list of appropriate scars, marks, tattoos, and amputations and their proper codes, as well as the coding information needed for various eye and hair colors, skin tones, races, dates of birth, and for other data required on the form. The proper codes for States and territorial possessions, Canadian Provinces, Mexican States, and foreign countries are also given along with codes for arrest disposition, general offense character, and other fields on the form. Definitions and codes are also given for over 100 uniform offenses, ranging from bestiality to weapon offenses. Procedures for obtaining information on physical descriptors, case information and charges, and the complaint number are briefly discussed, and sample complaint forms are included. The final section describes and illustrates the procedures necessary for obtaining proper fingerprints, with descriptions of the fingerprint equipment/supplies, instructions on fingerprinting procedures, and fingerprint examples. Excerpts from Minnesota State statutes relating to identification procedures, a glossary, and an index of offenses defined and coded are included.
