THIS ARTICLE STUDIES THE PENAL COLONIES OF FINLAND TO RELATE CHANGES IN SOCIETY AT LARGE TO INNOVATION IN CORRECTIONS.
Abstract
THIS PAPER USES FINNISH PENAL COLONIES AS AN EXAMPLE FOR AN ANALYSIS OF TWO ASPECTS OF COMMUNITY BASED CORRECTIONS AS A FRAMEWORK FOR PENAL REFORM. THE FIRST ASPECT INVOLVES THE QUESTION OF WHETHER THERE IS A FUNDAMENTAL BREAK WITH PENAL TRADITIONS OR A MORE LIMITED ACCOMODATION OF TRADITIONAL PRACTICES FOR NEW OPPORTUNITIES FOR OVERCOMING PRISON ADMINISTRATION PROBLEMS. THE SECOND ASPECT INVOLVES THE DEVELOPMENT OF THE FORBEARANT MODEL OF PRISON ORGANIZATION WHICH IS DERIVED FROM THE EMERGENCE OF THE HESITANT MOVEMENT AWAY FROM THE CONVENTIONAL PRISON AND TOWARD THE COMMUNITY-ORIENTED CORRECTIONAL FACILITY.
