THIS MANUAL PROVIDES A SUMMARY OF FIVE URBAN DISORDERS IN WHICH FIRE FIGHTERS FACED UNUSUAL DIFFICULTIES, AND OUTLINES SPECIAL PROCEDURES FOR OPERATING UNDER EMERGENCY CIVIL DISORDER CONDITIONS.
Abstract
THE DISTURBANCES DESCRIBED INCLUDE THOSE OF CAMBRIDGE (MD), ERIE (PA), TUCSON (AZ), NEWARK (NJ), AND DETROIT (MI). THESE DESCRIPTIONS HIGHLIGHT THE WIDE VARIETY OF CONDITIONS AND PROBLEMS THAT FIREMEN MAY ENCOUNTER WHEN WORKING DURING CIVIL DISORDERS. SPECIFIC PROBLEMS AND THE PROCEDURES THAT MAY BE USED TO COUNTERACT THEM ARE THEN OUTLINED. THESE PROBLEMS INCLUDE IDENTIFYING INITIATION OF THE FIRE PROBLEM, AN ABNORMAL NUMBER OF LARGE SCALE FIRES, WEATHER, ARSON, COMMUNICATIONS, ASSAULTS ON FIRE FIGHTERS, NEED FOR POLICE SUPPORT MUTUAL AID, WATER SUPPLY, MANPOWER, LOGISTICS, AND TRAINING. A SUMMARY OF SOLUTIONS, A MODEL OPERATIONS PLAN, AND MODEL PLAN FOR EMERGENCY PROCEDURES FOR MERCANTILE OCCUPANCIES ARE ALSO INCLUDED.
