THESE STANDARDS AND GOALS ADOPTED BY THE FLORIDA GOVERNOR'S COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS REPRESENT BOTH SHORT- AND LONG-TERM PRIORITIES FOR FLORIDA'S CRIMINAL JUSTICE SYSTEM AGENCIES.
Abstract
THE STANDARDS EVOLVED FROM A 2-YEAR PROCESS DURING WHICH THE COMMISSION REVIEWED AND SELECTED OBJECTIVES SET BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS AND DEVELOPED MANY ADDITIONAL RECOMMENDATIONS. THE STANDARDS ESTABLISH PERFORMANCE LEVELS FOR THE COURTS, LAW ENFORCEMENT, CORRECTIONS, COMMUNITY CRIME PREVENTION, AND ORGANIZED CRIME PREVENTION PROGRAMS. THE COMMISSION'S REPORT BEGINS WITH FIVE GENERAL GOALS TO WHICH EACH OF THE STANDARDS AND RECOMMENDATIONS ARE CORRELATED. THEY INCLUDE REDUCTION OF CRIME, PROTECTION OF RIGHTS, ACHIEVEMENT OF JUSTICE, INCREASE OF EFFICIENCY IN THE CRIMINAL JUSTICE SYSTEM, AND INCREASE IN PROFESSIONAL SKILLS. STANDARDS PERTAINING TO LAW ENFORCEMENT ADDRESS LIMITS OF AUTHORITY, COMMUNICATION WITH THE PUBLIC, NEWS MEDIA RELATIONS, CRIME PROBLEM IDENTIFICATION AND RESOURCE DEVELOPMENT, CRIMINAL CASE FOLLOWUP BY VARIOUS AGENCIES OF THE SYSTEM, TELEPHONIC SEARCH WARRANTS, COURT-SUPERVISED ELECTRONIC SURVEILLANCE, TEAM POLICING, SELECTION AND ASSIGNMENT OF RESERVE LAW ENFORCEMENT OFFICERS, OFFICER CLASSIFICATION, PAY, EDUCATION, AND TRAINING OF OFFICERS, INTERNAL DISCIPLINE, PERSONAL EQUIPMENT, TRANSPORTATION, COMMUNICATIONS, AND POLICE INFORMATION SYSTEMS. COURT STANDARDS REFER TO PLEA NEGOTIATIONS, SCREENING AND PRETRIAL INTERVENTION, THE CRIMINAL PROCESS AND PROCEDURES, COURT STRUCTURE AND ORGANIZATION, COURT ADMINISTRATION, AVAILABILITY OF PUBLICLY FINANCED REPRESENTATION OF INDIGENT DEFENDANTS, COURT INFORMATION AND SERVICE FACILITIES, AND USE OF COMPUTERS IN COURT ADMINISTRATION. CORRECTIONAL STANDARDS CONCERN RIGHTS OF OFFENDERS TO COURT ACCESS AND TO LEGAL SERVICES AND MATERIALS, INMATE RIGHTS TO PROTECTION FROM PERSONAL ABUSE, DIVERSION AND PRETRIAL ALTERNATIVES, OFFENDER CLASSIFICATIONS, COMMUNITY-BASED CORRECTIONS AND USE OF COMMUNITY RESOURCES FOR CORRECTIONS, PROBATION AND PAROLE, AND ORGANIZATION AND ADMINISTRATION. THE FINAL CHAPTERS PRESENT STANDARDS ON CITIZEN ACTION, PROGRAMS FOR EMPLOYING OFFENDERS, REGULATION OF POLITICAL FINANCES, CONFLICTS OF INTEREST, AND INVESTIGATION AND PROSECUTION OF ORGANIZED CRIME.
