THIS FINAL REPORT CONTAINS AN EVALUATION OF THE LAW ENFORCEMENT/CITIZEN INITIATIVE CRIME PREVENTION PROGRAM UNDERTAKEN FOR THE BUREAU OF CRIMINAL JUSTICE ASSISTANCE (BCJA) IN FLORIDA.
Abstract
THE PROGRAM FUNDS NUMEROUS PROJECTS DESIGNED TO EDUCATE CITIZENS OF FLORIDA'S JURISDICTIONS IN CRIME PREVENTION TECHNIQUES AND PROCEDURES. TO ASCERTAIN WHETHER THESE PROJECTS HAVE BEEN EFFECTIVE, AN INDEPENDENT CONSULTANT WAS HIRED TO EVALUATE PROJECTS IN CLEARWATER, GAINESVILLE, JACKSONVILLE, LARGO, ORLANDO, WINTER HAVEN, AND ST. JOHNS COUNTY AND TO DEVELOP GENERALIZED CONCLUSIONS RELATIVE TO THE OVERALL PROGRAM. THE METHODOLOGY FOR THE EVALUATION INVOLVED SEVEN TASKS: DEVELOP A CRIME PREVENTION EVALUATION PLAN; REVIEW EVALUATION ISSUES WITH HELP STOP CRIME OFFICIALS; MAIL, COLLECT, AND CATEGORIZE QUESTIONNAIRES; SELECT FINAL PROJECTS AND SCHEDULE ON-SITE VISITS; CONDUCT COMPARATIVE ANALYSES OF THE SEVEN CRIME PREVENTION PROJECTS (BASED ON THE QUESTIONNAIRE RESPONSES AND SITE VISITS); AND DOCUMENT THE EVALUATION RESULTS. DESCRIPTIONS ARE INCLUDED OF EACH PROJECT, THE OVERALL CRIME PREVENTION PROGRAM, AND THE BCJA GRANT SUPPORTING THE OVERALL PROGRAM. A COMPARATIVE ANALYSIS OF THE SEVEN PROGRAMS IS PRESENTED IN THE AREAS OF CRIME REDUCTION, ORGANIZATION, RESOURCES, ACTIVITY, TENTATIVE PRODUCTIVITY COMPARISONS, AND PERCEIVED SUCCESSES AND PROBLEM AREAS. OBSERVATIONS AND CONCLUSIONS ARE ALSO REPRESENTED CONCERNING THE COMPARATIVE ANALYSIS OF THE SEVEN JURISDICTIONS IN THE AREAS OF IMPACT, ORGANIZATION AND MANAGEMENT, APPROACHES TO CRIME PREVENTION, COST EFFECTIVENESS, AND OVERALL PROGRAM OBJECTIVE ACHIEVEMENT. CONSULTANTS SUGGEST THAT FUNDED PROJECTS SHOULD REPRESENT A GREATER LEVEL OF CRIME PREVENTION SOPHISTICATION THAN THOSE CURRENTLY EVALUATED, AND THAT THE BCJA SHOULD FUND DEMONSTRATION PROJECTS IN CRIME PREVENTION, SHOULD ENCOURAGE BETTER REPORTING OF CRIME PREVENTION ACTIVITIES, AND SHOULD FUND PROGRAMS WHICH INDICATE A COMMITMENT TO PROVIDE CRIME PREVENTION SERVICES ABOVE AND BEYOND POTENTIAL BCJA FUNDING. A COPY OF THE QUESTIONNAIRE COMPLETED BY EACH OF THE PARTICIPATING JURISDICTIONS IS APPENDED. TABULAR DATA AND CHARTS ARE PROVIDED. (WJR)
