This paper describes the Florida Department of Corrections' comprehensive institutional and community-based drug treatment programs.
Abstract
The Florida statewide substance abuse programs include an initial assessment phase and a tier system that offers varying degrees of treatment for identified substance abusers. The department is attempting to provide the addicted offender with a continuum of care through the tier treatment programs. This continuum can result in the offender's going from tier I to tier IV in a process of successive and successful treatment experiences. Tier I is a 40-hour program designed to address the needs of offenders who have a relatively minor substance abuse problem, are believed to have a severe problem but are denying that it exists, or will not have the opportunity to go through a longer program due to a very short sentence. Tier II is an intensive 8-week residential modified therapeutic-community (TC) program housed within a correctional institution designed for inmates with serious substance abuse problems. Tier III is a full-service residential TC program. Tier IV provides counseling services to inmates assigned to community correctional centers by means of contracted services. Community-based services include a Substance- Abusing Offender Treatment Information Network, Treatment Alternatives to Street Crime, Jail treatment programs, postrelease supervision programs, and community-based treatment agencies. Evaluative research on the drug treatment programs is also discussed. 10 references
