CONTROLS ARE PROPOSED TO INSURE THAT THE PROPERTY TO BE USED AS EVIDENCE IS HANDLED PROPERLY, AND RECORDS MANAGEMENT PRINCIPLES ARE SUGGESTED FOR REFERENCING THE PROPERTY.
Abstract
THE PROPERTY SYSTEM PROPOSED DESIGNATES ONE OR MORE EMPLOYEES TO BE RESPONSIBLE FOR AROUND-THE-CLOCK SECURITY OF THE PROPERTY AREA AND RESTRICTS ENTRY OF ALL OTHER PERSONNEL INTO THE AREA. THE PROPERTY TECHNICIAN PROVIDES PROPER AUTHORIZATION FOR RELEASE AND DISPOSITION OF PROPERTY, AND A SYSTEMATIC PROCEDURE IS INDICATED FOR PROPERTY CHECKS. A FILING SYSTEM CONTAINS ALL PROPERTY TAKEN INTO CUSTODY AND A CHRONOLOGICAL RECORD THAT FOLLOWS THE ITEM FROM ITS ENTRY INTO THE SYSTEM TO ITS FINAL DISPOSITION IS MAINTAINED. A CHAIN-OF-CUSTODY FOR ALL PROPERTIES IS ESTABLISHED. THE SYSTEM ALLOWS FOR EASY PROPERTY INVENTORY AND PROPERTY RECORD AUDITING. ILLUSTRATIONS OF ALL RECORDS FORMS ARE INCLUDED, AND DIAGRAMS SHOWING PROPERTY FLOW ARE PRESENTED. (RCB)
