THE PROJECT WAS DESIGNED TO ALLEVIATE INMATE OVERPOPULATION BY EXPEDITING PAROLE RELEASES AND INCREASING THE NUMBER OF INMATES RELEASED ON PAROLE.
Abstract
THIS PROJECT PROVIDED FOR THE EIGHT NEW CASE ANALYSTS TO RELIEVE THE EIGHT AREA SUPERVISORS OF CASE REVIEW RESPONSIBILITIES AND SOME ADMINISTRATIVE DUTIES, THEREBY FREEING THE SUPERVISORS TO ASSIST THE PAROLE COMMISSION IN CONDUCTING INMATE PAROLE INTERVIEWS TO EXPEDITE PAROLE RELEASES OF MANY INMATES WHO WOULD HAVE OTHERWISE CONTINUED TO ADD TO THE OVER POPULATION PROBLEMS OF CORRECTIONAL INSTITUTIONS. THE EVALUATION METHODOLOGY UTILIZED IN MEASURING PROJECT EFFECTIVENESS INCLUDED THE COMPARISON OF PAROLE DATA IN A SIX-MONTH CONTROL PERIOD WITH SIMILAR DATA IN THE SIX-MONTH PROJECT PERIOD (NOVEMBER 1971 TO APRIL 1972), THE OVERALL RESULTS AND EFFECTS OF THE PROJECT ARE AS FOLLOWS: A 74.1 PERCENT INCREASE IN PAROLE INTERVIEWS; AN AVERAGE MONTHLY INCREASE IN INMATES PAROLED OF 70.3; A 40.9 PERCENT INCREASE IN THE NUMBER OF INMATES RELEASED ON PAROLE; A 1.2 PERCENT INCREASE IN PAROLE REVOCATION; AND APPROXIMATE INCARCERATION COSTS SAVINGS OF 1,226,880 DOLLARS. NINE HEARING EXAMINER POSITIONS WERE AUTHORIZED, EFFECTIVE JULY 1, 1972, TO CONTINUE THE PROJECT.
