PROGRAM DESIGNED TO OFFER THE COURTS A VIABLE ALTERNATIVE TO INCARCERATION AND TO DECRIMINALIZE THE OFFENDER AND HIS BEHAVIOR BY KEEPING HIM IN HIS ENVIRONMENT AND INVOLVING THE COMMUNITY IN THE RESOCIALIZATION PROCESS.
Abstract
THE PROGRAM WAS CONCERNED MAINLY WITH YOUNG MALE OFFENDERS PRESENTLY ON PAROLE OR PROBATION WHO HAD COMMITTED EITHER A TECHNICAL VIOLATION OR ANOTHER CRIMINAL OFFENSE. CENTERS IN MIAMI AND TAMPA WERE SET UP TO OFFER SHORT-TERM MAXIMUM SUPERVISION RESIDENCE TO TARGET OFFENDERS. ONE-TO-ONE COUNSELING, AND HOUSE AND INDIVIDUAL OFFENDER CONTRACTS MADE UP THE MAJOR PART OF CENTER PROGRAM. OFFENDERS WERE ALSO OFFERED THE OPPORTUNITY TO PARTICIPATE AS VOLUNTEERS IN THE COMMUNITY VOLUNTEER PROJECT. IN ADDITION, COMMUNITY VOLUNTEERS, WORKING ON A ONE-TO-ONE BASIS, WERE USED TO ASSIST THE OFFENDER IN THE RESOCIALIZATION PROCESS. EVALUATION MEASURES CONSISTED OF COMPARING PROJECT OBJECTIVES WITH PROJECT RESULTS. EVALUATORS CONCLUDED THAT ALTHOUGH PROGRAM IMPLEMENTATION RAN BEHIND THE ORIGINAL PROJECT TIMETABLE, THE PROJECT WAS A SUCCESS WITH RESPECT TO THE IN-CENTER PROCEDURES. THE PROGRAM HAS BEEN CONTAINED AND THE OPENING OF A NEW CENTER IS PLANNED. THIS REPORT FULLY DESCRIBES THE PROJECT, THE SITUATION, AND THE MULTIPHASIC DIAGNOSTIC AND TREATMENT PROGRAM PROCESS. A MODEL OF A RESIDENT'S PROGRESS THROUGH THE PROGRAM IS PRESENTED ALONG WITH THE PROJECT EVALUATION COMPONENTS AND DATA REQUIREMENTS. THE RESIDENTS PROFILE IS ALSO DISCUSSED IN DETAIL. AN EXTENSIVE APPENDIX (OVER 80 PAGES) CONTAINS, AMONG OTHER THINGS, A COPY OF THE HOUSE RULES AND IN-HOUSE PROCEDURES FOR BOTH CENTERS, A COST ANALYSIS MATRIX, AND COPIES OF THE FORMS USED IN THE PROGRAM.
