EXAMINATION OF CASE FLOW THROUGH COURT AND THE CRIMINAL JUSTICE SYSTEM.
Abstract
A QUANTITATIVE DESCRIPTION OF THE FLOW OF DEFENDANTS THROUGH THE NEW YORK CITY CRIMINAL COURT IS DEVELOPED. THE DESCRIPTION, PRESENTED DIAGRAMMATICALLY IN THE FORM OF FLOWCHARTS, IS RESTRICTED TO NONTRAFFIC CASES PROCESSED BY THE COURT IN 1967. BECAUSE OF THE NATURE OF THE AVAILABLE COURT RECORDS, THE FOCUS OF THE DESCRIPTION IS ON ARRAIGNMENTS AND FINAL DISPOSITIONS, RATHER THAN ON INTERMEDIATE STAGES IN THE ADJUDICATORY PROCESS. VARIOUS REFINEMENTS AND EXTENSIONS OF THIS RESEARCH TO PROVIDE A MORE COMPLETE PICTURE OF THE OPERATIONS OF THE CRIMINAL COURT AND, OF THE CRIMINAL JUSTICE SYSTEM AS A WHOLE ARE RECOMMENDED. AMONG THE USES SUGGESTED FOR THIS TYPE OF DESCRIPTION ARE THE FOLLOWING - ALLOCATING COURT RESOURCES, IDENTIFYING BOTTLENECKS AND OTHER OPERATIONAL PROBLEMS, AND EXAMINING THE INTERACTIONS BETWEEN THE CRIMINAL COURT AND OTHER AGENCIES. SEVERAL MAJOR DIFFICULTIES ENCOUNTERED IN THE USE OF STATISTICS SUPPLIED BY THE VARIOUS CRIMINAL JUSTICE AGENCIES ARE BRIEFLY DISCUSSED. (AUTHOR ABSTRACT) MANCHESTER (NH)
