THE APPLICATION OF GAME THEORETICAL MODELING TO THE HOSTAGE-TAKING SITUATION IS DISCUSSED, AND DATA COLLECTION, INFORMATION TRANSFER, AND THE CREATION OF A DATA BANK TO GUIDE FUTURE POLICIES ARE CONSIDERED.
Abstract
A SIMPLE GAME MODEL OF KIDNAPPING IS DEVELOPED IN ONE PANELIST'S PAPER IN ORDER TO ANALYZE THE TACTICS OF THE KIDNAPPER AND HOW THEY MIGHT BE THWARTED. THE OPERATION OF THE INTERNATIONAL CRIMINAL POLICE ORGANIZATION IN COLLECTING DATA TO AID MUTUAL ASSISTANCE BETWEEN POLICE AUTHORITIES IS PRESENTED IN A SECOND PANELIST'S REPORT, ALONG WITH AN OUTLINE OF THE INFORMATION THIS ORGANIZATION PROVIDES ON HOSTAGE-TAKING INCIDENTS. A THIRD PANELIST'S REPORT TREATS GUIDELINES FOR NEGOTIATORS AND LEGAL CONSIDERATIONS CONCERNING THE CIVIL LIABILITY OF OFFICIALS INVOLVED IN CONTROLLING AND INFLUENCING THE OUTCOME OF HOSTAGE INCIDENTS. ANOTHER PANELIST'S PRESENTATION DEALS WITH THE FOLLOWING: THE ACCUMULATION OF KNOWLEDGE ON HOSTAGE-TAKING AND GOVERNMENTAL RESPONSE TO IT; THE NATURE OF THE PROCESS FOR DEVELOPING A LITERATURE ON HOSTAGE INCIDENTS; LEVELS OF ORGANIZATION WHERE DATA IS GATHERED; AND THE ORGANIZING STRUCTURE FOR KNOWLEDGE. A FINAL PANELIST'S REPORT DISCUSSES WHAT IS TO BE LEARNED FROM SKYJACKING INCIDENTS. A PRINCIPAL POINT MADE IS THAT PREVENTIVE EFFORTS TO KEEP TERRORISTS FROM GAINING ACCESS TO AIRCRAFT IS THE MOST PRESSING NEED; HOWEVER, SHOULD THE EVENT OCCUR, IT IS RECOMMENDED THAT THE FLIGHT CREW AND COMPANY REPRESENTATIVES BE USED IN NEGOTIATIONS DUE TO THEIR CLOSENESS TO THE EVENT. THE SECTION PRESENTING THE 'SESSION SYNTHESIS' INDICATES THAT THE MAIN TOPICS DISCUSSED IN THE SESSIONS WERE: HOW TO AVOID ELEMENTARY ORGANIZATIONAL MISTAKES; THE ROLE OF INTERPOL (INTERNATIONAL POLICE) IN DATA COLLECTION AND INFORMATION TRANSFER; AVAILABLE DATA SOURCES AND EVALUATION IN THE AVIATION INDUSTRY; THE VALUE OF A DECISION-ORIENTED THEORETICAL APPROACH; AND THE APPLICATION OF GAME THEORETIC MODELING TO AN ANALYSIS OF HOSTAGE-TAKING.
