This statistical analysis tracks the return rates of 305 former New York inmates who had participated in the Corcraft Industrial Training Program while incarcerated.
Abstract
The follow-up sample consisted of 249 participants who successfully completed the program and 56 participants who were removed from the program for disciplinary infractions. To provide a point of reference, 82,600 released male inmates from New York State served as a second comparison group. All of the participants had been released from prison for at least 12 months. The results indicated that successful participants in the Industrial Training Program had a substantially lower probability of return than unsuccessful participants and the total release comparison population. After 12 months of follow-up, approximately 8 percent of the successful program participants had returned to custody compared to about 11 percent of the unsuccessful participants and 12 percent of the overall release group. After 60 months of follow-up, the successful participants had a 25-percent probability of returning to prison. Both comparison groups, however, were twice as likely (55 and 52 percent respectively) to return to prison. Statistical charts and graphs are included.
