Because the patrol bureau experienced the greatest number of requests for police services for 1989, the task force looked for models used to determine staffing patterns for the police patrol function.
Abstract
The literature search resulted in the selection of the Patrol/Plan computer model, developed by the Institute for Public Program Analysis (TIPPA), which had been revised and used by other police departments. The results of the model indicated that in 1989, 210 officers would be needed to respond to the anticipated number of calls for service and 26 officers would be needed to handle the anticipated traffic accident investigation workload, a total of 236 officers. Current manpower strength of the Colorado Springs patrol bureau is 244 officers. However, in order to maintain adequate staffing for its specialized functions as well as expected calls for service and traffic workloads, the Patrol Bureau would require 35 additional officers. The report includes recommendations for policies regarding patrol performance measures, staffing of special units, and staff responsibility to project ongoing manpower needs. 14 references, appendices and bibliography.
