This report describes the development and use of community policing in Halifax, Nova Scotia, Canada.
Abstract
The program represented a radical structural and ideological innovation. Its first phase involved planning and establishing a new approach and lasted from January 1985 to January 1988. Since January 1988 nearly all sworn patrol officers, traffic officers, and detectives in the police agency have received formal training in community policing. The police zones have been established and in operation for 2 years. The program has been modified in response to problems, and additional innovations have been developed. The program's third phase will consist of continuing the new system when new top management takes over. Appended methodological information, additional background, and 79 references
