In 1985, the Halifax (Canada) police department initiated a program of community-based zone policing (CPB). The department has successfully completed phase one of the program and entered the second phase in January 1988.
Abstract
These papers deal with the first phase of the CPB innovation. The basic theoretical and methodological approaches of CPB are outlined and the underlying assumptions of the initiative are summarized. A history of the Halifax police department focuses on the evolution of departmental structure, growth, and specialization. Another chapter documents the major events that shaped the development of the new system. The actual changes effected in the department's organization as a result of the move to community-based zone policing are discussed. Four papers deal with the response to CPB by the various uniformed patrol officers and volunteer corps responsible for its implementation.
