AN ANALYSIS OF CURRENT OPERATIONS, EFFECTIVENESS, AND PROBLEMS WITH RECOMMENDATIONS AND MEASURES FOR IMPROVING THEM IN THREE CRIME LABORATORIES.
Abstract
THIS REPORT COMBINES THE WORK OF TWO SUBCONTRACTORS. ONE SUBCONTRACTOR ANALYZED LABORATORY OPERATIONS WHILE ANOTHER STUDIED THE IMPACT OF THE LABORATORY ON CRIMINAL JUSTICE. BOTH CONCENTRATED ON THE SAME THREE SITES: CONTRA COSTA COUNTY, CALIFORNIA; COLUMBUS, OHIO; AND DADE COUNTY, FLORIDA. THIS REPORT PRESENTS A PROGRAM OVERVIEW, A SYNOPSIS OF THE WORK OF EACH SUBCONTRACTOR, AN INTEGRATED SUMMARY WHICH ALSO INCLUDES THE RESULTS OF MITRE STUDIES OF RELATED PROBLEMS, AND RECOMMENDATIONS FOR ACTION BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE. THE FINDINGS AND CONCLUSIONS PRESENTED IN THIS REPORT REFER TO THE THREE LABORATORIES AS A UNIT, NOT AS SEPARATE ENTITIES. (AUTHOR ABSTRACT)
