This article reports the recommendations of a group of international drug enforcement experts to provide stronger forfeiture measures to deprive drug traffickers of the proceeds of their crimes.
Abstract
Drug trafficking is controlled by groups of international criminals who are able to launder the proceeds of their crimes through sophisticated international transactions. Legislative provisions at the national and international levels are inadequate to authorize effective law enforcement action to trace, seize, and obtain forfeiture of illicit drug profits. In 1983 and 1984 the Division of Narcotic Drugs of the United Nations Secretariat convened two expert group meetings to develop national and international procedures and strategies to deprive drug traffickers of the profits of their crimes. Specific recommendations of the experts meeting in 1984 are appended to this article. 12 references. (Author abstract modified)
