JANUARY 22, 1973 REPORT ON A FEASIBILITY STUDY DISCUSSES INVOLVING THE FORT COLLINS POLICE DEPARTMENT, THE LARIMER COUNTY SHERIFF'S OFFICE, AND THE COLORADO STATE UNIVERSITY POLICE.
Abstract
LARIMER COUNTY HAS AN AREA OF 2614 SQUARE MILES AND A 1972 ESTIMATED POPULATION OF 102,600. THE PERSONNEL COMPLEMENTS OF THE FIVE LOCAL POLICE AGENCIES IN THE COUNTY ACCOUNT FOR A TOTAL SWORN STRENGTH OF 145, NOT INCLUDING THE 20 FULL-TIME SWORN PERSONNEL IN THE UNIVERSITY POLICE DEPARTMENT. THIS REPORT REVIEWS AND IDENTIFIES EXISTING SERVICES IN LARIMER COUNTY AND NEIGHBORING WELD COUNTY, WHICH ALSO LACKS A COUNTYWIDE SYSTEM OF RECORDS AND COMMUNICATIONS. (WELD COUNTY HAS AN AREA OF 4004 SQUARE MILES AND A 1972 ESTIMATED POPULATION OF 72,334.) AN ANALYSIS IS ALSO PRESENTED OF THE STATUS OF RECORDS AND COMMUNICATIONS IN THE TWO COUNTIES. IT IS RECOMMENDED THAT A BICOUNTY RECORDS AND COMMUNICATIONS PLANNING COMMITTEE BE DEVELOPED, THAT RECORDS FOR ALL JURISDICTIONS OF BOTH COUNTIES BE CENTRALIZED IN FORT COLLINS (LARIMER COUNTY), THAT EACH COUNTY HAVE A SINGLE COMMUNICATIONS CENTER INTERFACED DIRECTLY WITH EACH OTHER AND WITH THE RECORDS CENTER, AND THAT THE 911 TELEPHONE EMERGENCY REPORTING SYSTEM BE ADOPTED IN EACH COUNTY. SEVERAL ORGANIZATIONAL AND MANAGEMENT ALTERNATIVES FOR PROVIDING CENTRALIZED RECORDS/ COMMUNICATIONS/DATA PROCESSING SERVICES WITHIN THE TWO COUNTIES ARE ALSO IDENTIFIED.
