TECHNICAL ASSISTANCE STUDY OF THE ORGANIZATION, OPERATIONAL EFFICIENCY, TRAINING, RECORDS KEEPING AND REPORTING SYSTEMS, AND PERSONNEL OF THE FORT STOCKTON (TX) POLICE DEPARTMENT.
Abstract
DURING THREE DAYS OF ON-SITE OBSERVATION IN JULY 1973, THE CONSULTANT INTERVIEWED DEPARTMENTAL PERSONNEL, ANALYZED RECORDS AND REPORTS, AND STUDIED OPERATING PROCEDURES AND DEPARTMENTAL DOCUMENTS. HE FOUND THAT THE NUMBER OF POLICE PERSONNEL WAS INSUFFICIENT TO HANDLE SPECIFIC DEMANDS ON THEM AND THAT THEIR TRAINING WAS INADEQUATE. IT WAS FURTHER FOUND THAT THE ORGANIZATIONAL STRUCTURE AND RECORDS SYSTEM WERE INEFFICIENT, THE SALARY STRUCTURE NEEDED MODIFICATION, AND DEPARTMENTAL COMMUNITY RELATIONS EFFORTS WERE INADEQUATE. RECOMMENDATIONS INCLUDED SPECIFIED INCREASES IN PERSONNEL LEVELS, INITIATING A COLLEGE INCENTIVE PROGRAM AND CITIZEN INVOLVEMENT PROGRAM, AND INSTITUTING A 'TAKE-HOME-CAR' POLICY.
