AN ANALYSIS OF 1976 VANDALISM REPORTS IN FRIDLEY, MINN., AND A SUMMARY OF SEVERAL SUCCESSFUL VANDALISM PREVENTION PROGRAMS BEING ADMINISTERED IN OTHER CITIES ARE PRESENTED.
Abstract
PART I OF THE REPORT ANALYZES 724 VANDALISM CASES REPORTED TO THE FRIDLEY POLICE DEPARTMENT IN 1976; IT EXAMINES THE VANDALISM RATES FOR DIFFERENT TYPES OF VANDALISM, THE COST OF VANDALISM, AND WHERE AND WHEN IT OCCURS. THE VANDALISM RATE FOR BUSINESS IN 1976 WAS 16.2 PERCENT; FOR RESIDENCES, 3.4 PRECENT. THE TOTAL COST OF VANDALISM IN FRIDLEY FOR THAT YEAR WAS ESTIMATED AT $65,836. THERE WAS MORE RESIDENTIAL VANDALISM THAN ANY OTHER TYPE OF VANDALISM. IT WAS ALSO CONCLUDED THAT VANDALISM IS LARGELY A CRIME OF YOUTH. PART II OF THE REPORT, WHICH REVIEWS SUCCESSFUL VANDALISM PREVENTION PROGRAMS, ALSO EXAMINES STATE STATUTES AND LOCAL ORDINANCES ON VANDALISM AND SUGGESTS A POSSIBLE VANDALISM PREVENTION PROGRAM FOR FRIDLEY. AN INTEGRATED PREVENTION PROGRAM WOULD INVOLVE SERVICE ORGANIZATIONS BUSINESS LEADERS, SCHOOL OFFICIALS, CITY GOVERNMENT, STUDENTS AND TEACHERS, AND LOCAL LAW ENFORCEMENT AGENCIES. THE FOLLOWING COMMITTEES WOULD WORK IN CONJUNCTION WITH THE POLICE DEPARTMENT, BUT WOULD BE SELF-GOVERNMENT BODIES: A COMMUNITY VANDALISM COMMITTEE TO STUDY THE FEASIBILITY OF AN ORDINANCE ON VANDALISM THAT WOULD ENCOURAGE RESTITUTION AND PREVENTION, STUDY CITY PROPOSALS FOR JOBS FOR YOUTH, AND STUDY POSSIBLE RECOMMENDATIONS TO THE STATE LEGISLATURE TO CHANGE STATE LAWS ON VANDALISM; A SCHOOL VANDALISM COMMITTEE TO TRAIN A CORPS OF HIGH SCHOOL AND JUNIOR HIGH STUDENTS FOR TEACHING IN THE ELEMENTARY SCHOOLS, CONSIDER THE FEASIBILITY OF A REWARD SYSTEM, TABULATE THE ACTUAL COSTS OF VANDALISM INCLUDING REPLACEMENT AND REPAIR, AND ORGANIZE SPECIAL RESEARCH STUDIES OR SCHOOL PROGRAMS; AND A SERVICE, BUSINESS, OR PROFESSIONAL VANDALISM COMMITTEE TO SUPPORT A COMMUNITY EDUCATION CAMPAIGN BY SPONSORING MAILINGS, NEWSPAPER AND OTHER MEDIA ADS, POSTERS, BUMPER STICKERS, FILMS, AND BROCHURES. APPENDIXES PRESENT SUPPORTING DOCUMENTS.
