Abstract
INDIGENTS MUST BE PROVIDED WITH COUNSEL TO APPEAL A FELONY CONVICTION. MANY OF THESE APPEALS-SINCE THEY COST DEFENDANTS NOTHING-TEND TO BE WITHOUT LEGAL MERIT.
