THIS SURVEY OF 78 PROVOST MARSHALS FROM 63 U.S. ARMY INSTALLATIONS IN THE CONTINENTAL UNITED STATES FINDS ALL FAVOR MORE TRAINING FOR MILITARY POLICE (MPS) AND THAT CRISIS INTERVENTION AND JUVENILES ARE MAJOR PROBLEMS.
Abstract
THE RESPONDENTS GROUPED 37 FUNCTIONAL AREAS ACCORDING TO IMPORTANCE FOR MPS AND MADE RECOMMENDATIONS CONCERNING TRAINING. CRISIS INTERVENTION NEEDS MORE TRAINING EMPHASIS ACCORDING TO 91 PERCENT OF RESPONDENTS WHILE 74 PERCENT WANTED MORE TRAINING IN THE HANDLING OF JUVENILE OFFENDERS. THE OTHER AREAS CONSIDERED IMPORTANT WERE MIS/ADP, CRIME PREVENTION, BUDGET AND FINANCIAL MANAGEMENT, USE OF LAW ENFORCEMENT EQUIPMENT, RELATIONS WITH THE PRESS AND THE PRIVACY ACT, POLICE INVESTIGATIONS AND INVESTIGATIVE METHODS, DEVELOPMENT OF THE STRUCTURE, COMMUNITY AWARENESS, MILITARY PERSONNEL MANAGEMENT, CIVILIAN PERSONNEL MANAGEMENT, SECURITY OF ARMS AND AMMUNITION, SECURITY OF SPECIAL WEAPONS, PHYSICAL SECURITY PLANS AND INSPECTIONS, AND OFF-POST LAW ENFORCEMENT. SUBJECTS RELATED TO MILITARY LAW, ADMINISTRATION, RECORDS, CIVILIAN LAW, PROPERTY AND PERSONAL SECURITY, PATROL OPERATIONS, TEMPORARY DETENTION, USE OF DOGS, TRAFFIC MANAGEMENT, UTILIZATION OF FEMALE MPS AND THE CONSTRUCTION AND MANAGEMENT OF MP FACILITIES ARE ALREADY WELL COVERED IN TRAINING PROGRAMS. MOST RESPONDENTS FELT THE EMPHASIS ON THESE TOPICS SHOULD BE RETAINED OR INCREASED ALTHOUGH A FEW RECOMMENDED DECREASED EMPHASIS. THIS WAS ALSO TRUE FOR COORDINATION WITH OTHER LAW ENFORCEMENT AGENCIES, CIVIL DISTURBANCES, DISASTER RELIEF, AND VICE CONTROL. RESPONDENTS GAVE LOW PRIORITY TO ABSENTEE AND DESERTER APPREHENSION, CUSTODY AND CARE TOPICS, CORRECTIONAL POLICY, AND JOINT SERVICE ACTIVITIES. (GLR)
