Abstract
THIS PAPER WAS A CONTRIBUTION TO THE FOURTH INTERNATIONAL SYMPOSIUM OF COMPARATIVE CRIMINOLOGY, WHICH WAS HELD IN MONTREAL, CANADA IN 1974. THE PAPER DISCUSSES THE PROBLEM OF DEFINING THE KIND OF SERVICES, THE POLICE ARE TO PROVIDE, AS WELL AS THE DEVELOPMENT OF CRITERIA FOR PLANNING, INCREASING, AND DIMINISHING THEIR ROLES. THE DISCUSSION OF DISCRETIONARY POWERS INCLUDES THE ALLOCATION OF POLICE RESOURCES AS WELL AS DAY TO DAY FUNCTIONS. ALSO MENTIONED ARE INTERNAL AND EXTERNAL SYSTEMS OF CONTROLLING AND DISCIPLINING POLICE IN SEVERAL COUNTRIES. INCLUDED ARE STATISTICS ON INTERNAL DISCIPLINARY MEASURES BY THE MONTREAL, CANADA POLICE IN 1970 AND BY THE NEW YORK CITY POLICE IN 1957. --IN FRENCH
