A total of 646 offenders received 3,218 furloughs in Massachusetts in 1988, representing a decrease of 45 percent in furloughs and 44 percent in individuals furloughed in comparison to 1987.
Abstract
Since the program's beginning a total of 10,910 individuals have received 124,351 furloughs. The 652 escapes reflect an overall success rate of 99.5 percent of all furloughs and an escape rate of 0.5 percent. The escape rate in 1988 was 0.1 percent. During 1988, 61 percent of all furloughs were from pre-release facilities, 19 percent were from mixed minimum security and pre-release facilities, 13 percent were from minimum security facilities, and 7 percent were from maximum security or medium security facilities. Ninety percent of the furloughs were unescorted, and the median number of hours of leave was 19. Tables.
