On the basis of a futures study conducted on the utilization of helicopters in law enforcement in Orange County, California, by the year 1995, a model strategic plan and a transition management plan is proposed.
Abstract
Interviews with national experts confirmed that the need for helicopters in law enforcement will continue to increase as well as the need for helicopters to become involved in new areas such as medivac, rescue work, and firefighting. As internal strengths outnumber weaknesses, Orange County is in a position to take on the mission to implement the more efficient use of helicopters to assist law enforcement with rapid, direct, continuous, and dependable aerial support. To realize this objective, a strategic plan recommends the formation of a county-wide task force; support of a nationwide helicopter training center on the part of police chiefs and the sheriff's association; liaison with residents, the military, the Federal Aviation Administration, and environmental groups; an audit of current systems; and the active support of all those involved in helicopter law enforcement. The transition to greater utilization of helicopter units calls for action steps to be determined and assigned to various participants as well as constant monitoring to assure the transition is progressing in the desired direction. 13 graphs, 10 tables, 10 notes, and 7 references
