This study examines the organizational structure that will support a positive work environment for women in California law enforcement by the year 2001.
Abstract
The study consists of four parts: a future study that identifies significant trends and events that impact the issue, a strategic plan, a transition management plan, and a conclusion with recommendations. Future scenarios are developed based on forecasted trends and events. A strategic plan is developed from a designated scenario and applied to the Santa Ana Police Department as a study model. Selected policies are developed into a transition management plan that identifies the critical mass for implementation development, a management structure to assist in the change process, and supporting technologies for the transition process. The study concludes that a positive work environment for police women is one that values the complex role and competing interests that women face in both society and the work place. The study further concludes that the majority of police executives have not created the organizational culture that values the diversity of women within law enforcement. Recommended actions include executive commitment to create the organizational structure that supports a positive work environment, provision of awareness training of the values the diversity of the work force, and demonstration of agency support for women by providing mentoring for career development. Recommendations for future study focus on the effect of flex-time and job sharing on productivity and how women will impact the future of community-oriented policing. 3 tables and appended survey data, forecasting graphics, supporting information, chart data, 36 notes, and 28-item bibliography
