THE AUTHOR EXAMINES TWO MAJOR MOVEMENTS IN CORRECTIONS: THE REFORM MOVEMENT AND THE ABOLITIONIST MOVEMENT.
Abstract
MAJOR TENETS OF THE REFORM MOVEMENT ARE FIRST REVIEWED. THE AUTHOR ARGUES THAT THE PUBLIC MUST BE SHOWN THAT CRIMINALS ARE MEN JUST LIKE EVERYONE ELSE, AND THAT THEY ARE AT THE SAME TIME OFFENDERS AGAINST AND VICTIMS OF SOCIETY. ONCE THIS HAS BEEN DONE, SUCH MEASURES AS OPENING OF PRISONS, MAINTENANCE OF FAMILY TIES, AND INCREASED EMPHASIS ON TREATMENT CAN BE IMPLEMENTED. HE ALSO CALLS FOR INCREASED ATTENTION TO AFTERCARE. FINALLY HE MAINTAINS THAT TREATMENT PROGRAMS SHOULD BE OPEN TO ALL OFFENDERS RATHER THAN A SELECT GROUP OF NON-SERIOUS OFFENDERS. THE PHILOSOPHY OF THE PRISON ABOLITIONISTS IS THEN REVIEWED. THE AUTHOR SUPPORTS THE JOINING OF THESE TWO MOVEMENTS IN THE TREND TOWARD SMALL, COMMUNITY-ORIENTED TREATMENT CENTERS. --IN FRENCH...DMC
