This chapter discusses the various modifications in the Uniform Crime Reporting (UCR) Program over the past several years and describes the planned changes in the UCR Program.
Abstract
With the concurrence of the FBI, the Bureau of Justice Statistics commissioned an evaluative and redesign study of the UCR Program. The primary recommendation of the evaluation report was conversion to an incident-based reporting system from the current summary reporting system. Under such a system, police agencies would submit reports on each criminal incident, clearance, arrest, etc. Under the proposed National Incident-Based Reporting System, the UCR will provide more information on crime, in greater depth, and with increased precision. The UCR Program will remain a voluntary data reporting program, and it will continue to be based solely on local and State police records, i.e., reported crimes, clearances, arrests, and other data associated with criminal incidents in police records. The new program is currently being tested to identify its problems and assess its viability.
