This study identified significant events and trends that will affect the future of police reserve programs in California.
Abstract
These include increased training requirements mandated by the California Commission on Peace Officer Standards and Training, taxpayer demands for more effective and efficient police services, changing ethnicity, recruitment practices, pre-employment training requirements, civilianization, and departmental commitment to a reserve program. The analysis suggests that reserve strength will remain somewhat static and well below allocated positions as a result of these trends. In the future, law enforcement agencies will rely less on recruiting level 1 officers and will rely more on level 3 officers to perform nonlaw enforcement responsibilities. Most departments are not alarmed by problems facing them at this time, although some very small departments are very concerned and will be seriously impacted by these trends. It also is suggested that current efforts be directed at recruiting more Hispanics and Asian-Americans to assure their adequate representation in the future. 4 references, figures, and appendix.
