The Office of National Drug Control Policy (ONDCP) presented its FY 2000 Program Performance Report reviewing the success of ONDCP in achieving the FY 2000 performance goals and presented its FY 2002 Annual Performance Plan linking the long-term goals outlined in the ONDCP Strategic Plan to its day-to-day activities and describing what ONDCP proposed to accomplish during FY 2002 with its budget.
Abstract
The FY 2002 Annual Performance Plan states ONDCP’s overall mission and goals, as well as those of the four specific ONDCP programs. The Office of National Drug Control Policy’s mission is to reduce the demand, availability, and consequences of illegal drug use within the United States. The national goals strive to produce outcomes both nationally and internationally. By law, ONDCP’s principal purpose is to establish policies, priorities, and objectives for the United States drug control program through the National Drug Control Strategy. In addition to the FY 2002 Plan, this document included the ONDCP FY 2000 Program Performance Report to review the success in attaining the FY 2000 performance goals. This Report is seen as a must in preparing the FY 2002 Plan. The document is divided into four sections. Section I provided the ONDCP’s mission statement. Section II reviewed the goals and objectives of the ONDCP Strategy. The Strategy is a long-term plan to reduce drug abuse in the United States by decreasing the demand and supply. Section III discussed the means for achieving the goals and objectives to fulfill ONDCP’s mission. The final section, Section IV contained several areas of information: (1) performance target, resources, activities, and verification of results; (2) the development, implementation, and evaluation of the National Drug Control Strategy; (3) budget formulation and oversight; (4) ONDCP resources; and (5) FY 2002 Performance Plan and FY 2000 Performance Report for the High Intensity Drug Trafficking Area, Counterdrug Technology Assessment Center, National Youth Anti-Drug Media Campaign, and the Drug Free Communities Support Program. Appendices included (1) strategic goals and objectives of the National Drug Control Strategy; (2) high intensity drug trafficking area; and (3) points of contact. Tables and graphs
