This report describes sample initiatives that demonstrate how jurisdictions may use fiscal year (FY) 2018 Justice Reinvestment Initiative (JRI) funding to reduce violent crime and address the high costs to their criminal justice system caused by violent, chronic offenders and the opioid- and stimulant-specific epidemics.
Abstract
Sample initiatives are suggested for each of seven broad objectives of the JRI. One suggestion pertains to the development of comprehensive and integrated data-sharing and notification systems regarding violent offenders processed through the criminal justice system or being released into communities. A second suggested approach relates to the strengthening of investigations and case processing to hold offenders accountable. A third example is a way to develop analytical capacity to inform more effective crime prevention and suppression. A fourth suggestion pertains to ways to make bail decisions and design pretrial supervision so as to prevent violence and other system breakdowns. A fifth initiative recommendation regards prioritizing and increasing the accuracy of warrant service. A sixth recommended initiative has the objective of increasing the intensity and effectiveness of behavioral health services. The seventh policy/program recommendation focuses on making incapacitating serious, chronic, and violent offenders a priority for confinement resources.
