This analysis of the nature and extent of gambling in Australia and the associated policy issues concludes that both legal and illegal gambling are difficult to control and that regular monitoring of gambling policies is critical to the elimination of criminally controlled gambling and the reduction of social problems resulting from gambling.
Abstract
Forms of gambling include bookmaking, lotteries, poker machines, casinos, and two-up. Government policies have gradually changed from prohibition of most forms of gambling to support for commercial gambling for revenue purposes and casino development. However, crime is associated with certain types of gambling, including illegal casinos, poker machines, bookmaking, and race fixing. Compulsive gambling is also a concern. Government policies should focus on both solving existing problems and establishing innovative and effective future policies. More research will be needed if these goals are to be accomplished.
