A REVIEW OF LEGALIZED GAMBLING ACTIVITIES, FOCUSING ON EIGHT STATE LOTTERY SYSTEMS, OFF-TRACK BETTING IN NEW YORK CITY, AND GAMBLING IN NEVADA.
Abstract
THE FINANCIAL PRESSURES FACING THE STATES IN RECENT YEARS HAVE ENCOURAGED SOME TO LOOK AT LEGALIZED GAMBLING AS AN ADDITIONAL SOURCE OF REVENUE. THE INITIAL SECTION OF THIS BOOKLET REVIEWS THE HISTORICAL DEVELOPMENT OF LOTTERIES, THE BACKGROUND OF LOTTERY LEGISLATION, AND FEDERAL REGULATIONS CONCERNING LOTTERIES. IT ALSO FOCUSES ON THE ADMINISTRATION OF LOTTERY LAWS AND THE DISTRIBUTION OF STATE GAMBLING REVENUES. THE FOLLOWING MATERIAL CONSIDERS THE DIVISION OF TRACK REVENUE (TAKEOUT), AND THE EFFECT OF OFF-TRACK BETTING ON ATTENDANCE. ADDITIONAL FORMS OF LEGALIZED GAMBLING, SUCH AS CASINO GAMBLING, JAI LAI, AND HORSE AND DOG RACING ARE NOTED IN A TABLE OUTLINING THE STATUS OF GAMBLING IN A STATE-BYSTATE FORMAT. THE CONCLUDING CHAPTER MENTIONS STUDIES ON GAMBLING AND PRESENTS ARGUMENTS FOR AND AGAINST LEGALIZED GAMBLING. FINAL PAGES CITE STATE LOTTERY, PARI-MUTUEL, AND OFF-TRACK BETTING LAWS. ALTHOUGH GAMBLING REMAINS CONTROVERSIAL, THE KNAPP COMMISSION AND THE COMMITTEE FOR ECONOMIC DEVELOPMENT HAVE RECOMMENDED THE EXTENSION OF STATE-OPERATED GAMBLING.
