This manual outlines the duties and responsibilities of personnel assigned to the Garden Grove (California) Police Department's Expeditor Unit in which trained staff handle telephone calls from citizens for which police presence is not crucial or necessary.
Abstract
The manual reviews the objectives of differential police response as they relate to two goals: increased efficiency in managing calls for police service and maintenance or improvement of citizen satisfaction. Administrative guidelines address staffing, scheduling, supervision, uniform, and location issues. Types of calls which the Unit can handle are identified. The guide describes the computerized system used by dispatchers to determine if a call can be routed to the Expeditor Unit and subsequent procedures to be followed. The manual itemizes the response options available: asking the caller to come into the police station, referring the caller to a victim assistance service, or alerting field units. Basic instructions for Expeditor personnel to log on and access the computerized screening program are provided.
