THE REVIEW OF GATEWAY CORRECTIONAL SERVICES FOCUSES ON PROGRAM OPERATIONS, WITH ATTENTION TO BACKGROUND AND ORGANIZATION, PROGRAM DYNAMICS, REGIONAL CHARACTERISTICS, STATISTICAL DATA, AND COST EFFECTIVENESS.
Abstract
THE REPORT REVIEWED GATEWAY CORRECTIONAL SERVICES (GCS) FROM 1976 TO 1978; GCS WAS THEN KNOWN AS THE FRASER REGION ADULT DIVERSION PROGRAM. GCS ATTEMPTS TO PROVIDE AN EFFECTIVE SENTENCING ALTERNATIVE AND ASSISTANCE PROGRAM FOR YOUNG ADULT OFFENDERS. THE MAJOR OBJECTIVES OF THE STUDY WERE AN OBJECTIVE ASSESSMENT AND REVIEW OF PROGRAM COMPONENTS AND THE ESTABLISHMENT OF A BASIS FOR FUTURE OPERATIONS AND SERVICES PLANNING, ORGANIZING, CONTROLING, AND ACTUATING. AN OVERVIEW OF THE REPORT AND THE REVIEW METHODOLOGY IS PRESENTED. THE REVIEW ALSO INCLUDES: (1) BACKGROUND AND ORGANIZATION INFORMATION; (2) A SUMMARY OF PROGRAM DYNAMICS; (3) A DESCRIPTION OF THE NORTH FRASER (CN) REGION CONTAINING DATA ON GEOGRAPHIC PROXIMITY, TARGET POPULATION, AREA UNEMPLOYMENT, AND LOCAL RESOURCES; (4) STATISTICAL DATA AND OBSERVATIONS REGARDING CLIENT HISTORY, CHARGES PRIOR TO PROGRAM REFERRAL, NEEDS ASSESSMENT AND FULFILLMENT, LENGTH OF THE PROGRAM, AND PSYCHOMETRIC MEASURES; AND (5) COST EFFECTIVENESS INDICATORS. THE DIRECT BENEFITS INCURRED AS A RESULT OF THE REVIEW ARE A MORE SYSTEMATIZED DATA BASE, INCREASED EFFICIENCY PROCEDURES, AND A GREATER AWARENESS OF THE DYNAMIC PROCESS. (DAG)
