This special issue contains the proceedings of the International Criminal Police Organization's (INTERPOL's) 1980 general assembly held in the Philippines and includes reports on illicit drug traffic, international currency counterfeiting, and crime prevention.
Abstract
Following speeches given by the President of the Philippines and INTERPOL's President, a progress report from the Secretary General described INTERPOL's main activities during the period September 1979 - November 1980. Membership changes, international crime cases handled by the organization, dangerous drugs, training courses, and publications were among the topics covered. Financial matters and plans for expanding the headquarters facility in France were discussed. A report examined the extent and nature of the flow of illicit drug traffic in 1979 and the Drug Subdivision's programs. A resolution regarding increased efforts to combat drug problems were passed. Data on trends in international currency counterfeiting and seizures were presented. Shorter reports concerned international fraud, civil aviation security, the police role in protecting the environment, and improved methods for identifying disaster victims. A committee on violent crime was established. Discussions on crime prevention were highlighted by a speech from a Philippines official on that country's prevention approach and a report from the Chilean delegation on preventing crime by taking account of the offender's personality. Delegates were informed about INTERPOL's telecommunications network and an internal computer project to manage crime statistics. Meetings of the African, American, European, and Asian continental groups are summarized, as is a session of the heads of the National Central Bureaus. The 1980-81 programs, election results, a biography of the new president, and a list of participants are provided along with numerous photographs.
