FOR A SYSTEM ANALYSIS OF THE GENERAL DETERRENCE OF DRIVING WHILE INTOXICATED (DWI), THIS REPORT DESCRIBES SUBSYSTEMS INFLUENCING THE DWI DECISION: PATROL, ARREST, ADJUDICATION, AND PUBLIC OPINION.
Abstract
THIS REPORT CONSISTS OF TWO VOLUMES, WITH VOLUME ONE REPORTING THE SYSTEM MODEL AND COMPUTER SIMULATION, WHILE VOLUME TWO IS CONTAINED HEREIN. TYPICAL PATROL DEPLOYMENT, ARREST, AND ADJUDICATION SUBSYSTEMS WERE DEFINED FROM ANALYSES OF THE PROCEDURES EMPLOYED IN A SAMPLE OF 25 JURISDICTIONS, SUPPLEMENTED WITH OTHER DATA. THE PUBLIC INFORMATION SUBSYSTEM WAS DEFINED MOSTLY FROM SECONDARY SOURCES WHICH PRESENTED COMMERCIAL PROMOTIONAL STRATEGY AND COMMUNICATIONS THEORY. THE FEW PUBLIC INFORMATION PROGRAMS FOUND TO BE DIRECTED TOWARD DWI WERE TOO POORLY DEFINED TO FIT A TYPICAL SUBSYSTEM. THUS, THE SUBSYSTEM DEFINED FOR PUBLIC INFORMATION IS IDEAL RATHER THAN TYPICAL. FOUR MAIN TYPES OF DESCRIPTIONS WERE PREPARED FOR EACH SUBSYSTEM: A FLOW DIAGRAM OF PRIMARY SUBSYSTEM FUNCTIONS, A FUNCTIONAL SEQUENCES DIAGRAM SHOWING THE OPERATION OF A TYPICAL SUBSYSTEM, A TASK SEQUENCE LIST SHOWING INFORMATION NEEDED FOR EACH TASK, AND A LISTING OF PROCEDURAL ALTERNATIVES EMPLOYED IN THHE 25 DIFFERENT JURISDICTIONS. THESE DESCRIPTIONS WERE THEN USED TO EXPLORE SUBSYSTEM CHANGES THAT MIGHT LEAD TO GREATER DWI DETERRENCE, THE MOST PROMISING OF WHICH INVOLVE USE OF SPECIAL PATROL UNITS FOR ENFORCEMENT AT HIGH-DWI LOCATIONS, INCREASING PATROL CONSPICUITY, BETTER DETECTION PROCEDURES, AND OTHERS. REFERENCES, TABLES, AND CHARTS, ARE INCLUDED.
