This report on the discussions of a work group on preventive measures for corrupt activities by public officials focuses on the establishment of a management system of personnel and ethical standards for public officials; internal inspection and disciplinary actions; and the introduction of auditing and ombudsman systems in the countries represented in the work group.
Abstract
The countries represented in the work group were Bangladesh, Japan, the Philippines, Papua New Guinea, Indonesia, Saint Vincent, and Vietnam. The discussion regarding the establishment of a management system of personnel and ethical standards for public officials encompassed personnel recruitment, training, the rotation of personnel and staff, improvement in work environments, the promotion system, discretionary power, and a code of ethical standards. The discussion of internal inspection addressed procedures, internal inspection units, internal inspectors, powers and authority, reporting, sources of information, and manuals. The deliberations on disciplinary action focused on regulations, sanctions, and devices for the effective application of disciplinary action. The final section of the report encompasses three topics: the audit system and ombudsman system as means to reduce or discourage corruption in public service; means for the public to have access to government information; and measures for increasing awareness of the consequences of corruption and how to prevent it.
