This report presents parole statistics for Georgia during fiscal year and describes the operations and activities of the Georgia Board of Pardons and Paroles during the same year.
Abstract
The report notes that perpetrators of violent crime are staying in prison longer today than 5 years ago. The number of inmates with life sentences has increased by 59 percent since 1991, while the number of paroled has declined by 78 percent. In fiscal year 1996 the Board reviewed 933 life sentence inmates, granted release to 46, and informed 95 percent that they would not receive parole. Most of those denied were told that they will not be reviewed again until the year 2003 or 2004. The Board of Pardons and Paroles has also reduced total releases by 25 percent since 1991 and increased the number of inmates required to serve 100 percent of their sentences by 62 percent. The Board has also continued to increase restitution payments for victims and continues to use the victim notification procedures in place well before the 1995 law requiring such procedures.
