THE 79 RECOMMENDATIONS DEVELOPED BY THE GEORGIA STATE CRIME COMMISSION AND A GOVERNOR'S REVIEW TEAM, AN ADVISORY GROUP, ARE DISCUSSED UNDER EIGHT JUVENILE AND ADULT CRIMINAL JUSTICE GOALS.
Abstract
THE REPORT IS ORGANIZED AROUND THE FOLLOWING EIGHT GOALS: (1) MINIMIZE UNDERLYING CONDITIONS LEADING TO CRIME AND DELINQUENCY, (2) DECREASE THE OPPORTUNITY OR REWARD FOR COMMITTING A CRIME, (3) INCREASE CRIME RISKS AND IMPROVE COMMUNITY SERVICES, (4) IMPROVE THE QUALITY OF JUSTICE, (5) IMPROVE INSTITUTIONAL AND NONINSTITUTIONAL REHABILITATIONS, (6) UPGRADE CRIMINAL JUSTICE INFORMATION SYSTEMS, (7) IMPROVE PLANNING AND RESEARCH, AND (8) IMPROVE PERSONNEL RECRUITMENT, SELECTION, RETENTION AND TRAINING. EACH SECTION BEGINS WITH A GOAL STATEMENT AND A BRIEF SUMMARY OF THE RECOMMENDATIONS FOLLOWED BY DETAILED DISCUSSIONS AND DOCUMENTATION OF STUDY FINDINGS. MANY OF THE DISCUSSIONS ALSO CITE STANDARDS IDENTIFIED BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS. A SECTION BRIEFLY LISTS PRACTICES TO BE CONTINUED PENDING CHANGES TO BE INITIATED IN 1976. THIS SECTION ALSO DESCRIBES IMPLEMENTATION ACTIVITY KNOWN TO HAVE OCCURRED AS OF THE DATE OF THIS REPORT. ANOTHER SECTION DESCRIBES GEORGIA'S CRIMINAL JUSTICE SYSTEM. THE CRIME PREVENTION SECTIONS COVER JUVENILE DELINQUENCY PREVENTION, DRUG AND ALCOHOL TREATMENT PROGRAMS, HANDGUN REGISTRATION, AND 'TARGET HARDENING' APPROACHES. IMPROVED POLICE PATROL AND IMPROVED CRIMINAL INVESTIGATION METHODS ARE URGED FOR BOTH TRADITIONAL AND WHITE COLLAR CRIMES. THE JUSTICE SECTION DISCUSSES ALL PHASES OF COURT PROCEDURE WHILE THE CORRECTIONAL SECTION RECOMMENDS A NUMBER OF ALTERNATIVES TO INCARCERATION. THE PERSONNEL SECTION COVERS POLICE, JUDGES, PROSECUTORS, PUBLIC DEFENDERS, AND CORRECTIONAL PERSONNEL. AN APPENDIX LISTS THOSE PERSONS WHO HELPED PREPARE THIS REPORT. (GLR)
