Activities of Georgia's Department of Offender Rehabilitation (DOR) during fiscal year 1979 are described; statistical information regarding offenders is highlighted.
Abstract
DOR's primary objectives are to provide maximum protection to the community, staff, and inmates and to provide resources to offenders which would enable them to become self-sufficient, lawabiding citizens. DOR employs 3,698 people, including 215 central officer personnel and 3,483 field personnel. There are 12,120 inmates and 37,284 probationers under DOR jurisdiction. Some 9,180 inmates are housed in the 18 State correctional institutions; 2,560 inmates are assigned to the 37 county correctional institutions; and 380 inmates are housed in 7 transitional centers. In addition, DOR operates 11 diversion centers in which some 372 probationers are housed. The recidivism rate for Georgia is 22.1 percent. The revocation rate is 7.7 percent for probationers and 5 percent for parolees. The cost of confinement per inmate per year is $4,675.65, while probation supervision costs approximately are $182.50 per probationer per year. The office of the commissioner is made of five units, including the public information office, the internal affairs office, volunteer services, women services, and staff/inmate grievances. Offender rehabilitation services provided during 1979 included counseling, educational programs, health and chaplaincy services, and recreational activities. A total of 7,272 individuals were admitted to Georgia correctional facilities during fiscal 1979, and 7,340 persons departed from State prisons.
