AN APPROACH FOR EVALUATING A ONE-CAR-PER-TROOPER PROGRAM IN GEORGIA IS PROPOSED, COMPLETED WITH SPECIFICATIONS AND ALL REQUIRED PAPERWORK.
Abstract
TO DETERMINE WHETHER A STATEWIDE ONE-CAR POLICY WOULD BE BENEFICIAL AND COST-EFFECTIVE, A YEAR-LONG EVALUATION WILL BE CONDUCTED, BASED ON THE AVERAGE COST PER MILE TO AND FROM WORK FOR THE VEHICLES IN AN EXPERIMENTAL GROUP (ONE-CAR-PER-PERSON PROGRAM) AND A CONTROL GROUP (PERSENT CAR ALLOCATION PROGRAM). DATA ARE TO BE COLLECTED FROM 24 PATROL POSTS THROUGHOUT THE STATE. IN ORDER TO ACCURATELY COMPARE VEHICLE USAGE, SUCH FACTORS AS PHYSIOGRAPHY, ROADWAY TYPE, NUMBER OF TROOPERS, MILES TRAVELED, AND ENFORCEMENT ACTIVITY MUST BE SIMILAR AT ALL OF THE SELECTED POSTS. DATA COLLECTION SHOULD INDICATE ANY DIFFERENCE IN PATROL ACTIVITY ON THE PART OF THE TWO PROGRAMS AND SHOULD PROVIDE A COMPARISON OF VEHICLE MODIFICATIONS AND ACCIDENTS. THE EVALUATION IS DESIGNED TO DETERMINE WHETHER THE ONE-CAR PROGRAM GENERATES MORE ACTIVITIES PER TROOPER THAN THE METHOD OF VEHICLE ASSIGNMENT NOW USED. IT SHOULD ALSO INDICATE WHICH PROGRAM HAS MORE EFFICIENT VEHICLE OPERATION. A MONTHLY PROGRAM COMPARISON WILL INCLUDE DOWN-TIME; REPAIRS; PATROL MILE/HOURS; AND GAS, OIL AND TIRE CONSUMPTION RATES. THE TEST PERIOD IS TO BEGIN WHEN THE NEW VEHICLES ARRIVE AND ARE ASSIGNED. ALL INFORMATION GATHERED FOR THE EVALUATION SHOULD BE PREPARED IN RESEARCH DOCUMENT FORM.
