THIS REPORT SETS STANDARDS AND DEVELOPS TRAFFIC LAW ENFORCEMENT PROCEDURES BASED ON ACCIDENT REPORT DATA AND A MANPOWER USE ANALYSIS. THE PURPOSE IS TO REDUCE GEORGIA'S HIGHWAY ACCIDENT AND DEATH RATES.
Abstract
BECAUSE IT IS THE LARGEST STATE EAST OF THE MISSISSIPPI RIVER AND HAS VARIED TYPOGRAPHY AND TRAFFIC ENFORCEMENT PROBLEMS, GEORGIA MUST USE TRAFFIC CITATION AND ACCIDENT DATA TO DEVELOP SELECTIVE ENFORCEMENT STRATEGIES IN SOLVING EXISTING PROBLEMS WITHOUT INCREASES IN MANPOWER. THIS PLAN DETAILS A COOPERATIVE PROGRAM, BASED ON CENTRALIZED DATA, FOR STATE AND LOCAL POLICE. THE ACCIDENT AND TRAFFIC CITATION FORMS ARE DESCRIBED. BASED ON THE PATTERNS REVEALED BY ANALYSIS OF THESE FORMS, POLICE CAN CONCENTRATE ON THOSE AREAS REPORTING THE LARGEST NUMBER OF ACCIDENTS. THE DATA ARE EVALUATED BY THE GEORGIA OFFICE OF HIGHWAY SAFETY AND THE PLANNING AND OPERATIONS SECTION OF THE GEORGIA DEPARTMENT OF PUBLIC SAFETY. APPENDIXES ILLUSTRATE SYMBOLS USED ON THE ACCIDENT REPORT DIAGRAMS, COUNTERMEASURES USED FOR SPECIFIC PROBLEMS OF DETECTION AND ENFORCEMENT, A LIST OF HAZARDOUS VIOLATIONS DELINEATED BY THE GEORGIA STATE CODE, SAMPLE ACCIDENT RATE COMPUTATIONS, MAN-HOUR CALCULATIONS, THE COMPUTER CODE FOR THE GEORGIA AGENCIES INVOLVED, AND REFERENCES. THE SUPPLEMENT CONTAINS A DETAILED MAP OF EACH COUNTY, INFORMATION SHEETS WITH DEMOGRAPHIC DATA FOR EACH COUNTY, AND A COUNTY EMERGENCY INFORMATION SHEET GIVING PHONE NUMBERS OF LOCAL LAW ENFORCEMENT AGENCIES, CIVIL DEFENSE AGENCIES, HOSPITALS, FIRE DEPARTMENTS, AND ALCOHOL TREATMENT CENTERS.
