THIS ANNUAL REPORT OUTLINES SOME OF THE PRESENT AND FUTURE ACTIVITIES OF THE GEORGIA PEACE OFFICER STANDARDS. AND TRAINING COUNCIL (POST).
Abstract
THE GEORGIA POST OVERSEES THE MINIMUM STANDARDS FOR THE EMPLOYMENT OF PEACE OFFICER IN GEORGIA AND CERTIFIES OR LICENSES OFFICERS MEETING SUCH REQUIREMENTS. IN THE PAST REPORTING YEAR, POST HAS BEEN ACTIVE IN CARRYING OUT ITS EXPANDED LEGISLATIVE MANDATES. AN AMENDMENT INCREASED THE NUMBER OF OFFICERS SUBJECT TO THE POST ACT FROM APPROXIMATELY 12,000 TO NEARLY 17,000. NOW, ALL PEACE OFFICERS IN GEORGIA WITH ARREST POWER ARE SUBJECT TO THE POST ACT. THIS DRAMATICALLY INCREASED THE WORKLOAD AS A RECORD NUMBER OF OFFICERS WERE CERTIFIED DURING 1976. FURTHER, SPECIALIZED CURRICULUMS WERE DEVELOPED TO ACCOMMODATE THE TRAINING NEEDS OF OFFICERS WITH SPECIALIZED JOB FUNCTIONS. NEW POLICIES WERE ENACTED TO FACILITATE THE IMPLEMENTATION OF THE ACT, AND RESEARCH WAS CONDUCTED TO INSURE THE SOUNDNESS OF THE COUNCIL'S ADMINISTRATIVE PROCEDURES AND DECISIONS. TO AID THE LAW ENFORCEMENT COMMUNITY IN UNDERSTANDING AND COMPLYING WITH THE POST ACT, ADMINISTRATIVE MANUALS OUTLINING AGENCY RESPONSIBILITIES WERE DISTRIBUTED TO EACH LAW ENFORCEMENT UNIT. A PROJECT, COMPREHENSIVE ANALYSIS OF REQUIREMENTS FOR EFFECTIVE EMPLOYEE RECRUITMENT, DETENTION AND SELECTION, WAS DESIGNED TO PROMOTE CAREER DEVELOPMENT IN LAW ENFORCEMENT. PERSONNEL ELECTED TO COUNCIL OFFICES, AND PERSONS APPOINTED BY THE GOVERNOR RE LISTED. AN ORGANIZATIONAL CHART (AS OF JULY 1977),IS GIVEN. WHILE THE OVERALL BUDGET FOR FISCAL YEAR 1976-1977 INCREASED FROM $735,558 IN FISCAL YEAR 1975-1976 TO $1,099,578, STATE FUNDS ALLOCATIONS DECREASED FROM $286,868 TO $246,008. FEDERAL FUNDS TOTALED $853,575 AND COMPRISED 78 PERCENT OF THE TOTAL BUDGET. (DJM)
